Brigadier General Andy "Spoo" Clark is the Commander, NATO Intelligence, Surveillance and Reconnaissance Force (NISRF), stationed at the Italian Air Force Base (ITAF), Sigonella, Italy. NISRF operates the RQ-4D unmanned aircraft and conducts unified ISR operations in support of NATO and the Supreme Allied Commander Europe (SACEUR).
Prior to his current assignment, General Clark was the Commander, 380th Air Expeditionary Wing, Al Dhafra Air Base, United Arab Emirates. The unit was responsible for ground attack, air superiority, air refueling, intelligence, surveillance and reconnaissance, air battle management, control and reporting center, theater security cooperation and airlift missions in support of overseas contingency operations in Southwest Asia. Prior to that, General Clark served as the Senior Military Assistant to the Secretary of the Air Force, Headquarters U.S. Air Force, the Pentagon, Arlington, Virginia. General Clark received his commission in 1995 through the Air Force Reserve Officer Training Corps program at the University of Wisconsin. He served in several leadership positions at the squadron, group and wing level, including Director of Operations for the 99th Reconnaissance Squadron, Beale Air Force Base, California; Commander of the 99th Expeditionary Reconnaissance Squadron at Al Dhafra Air Base, United Arab Emirates; and Commander of the 9th Reconnaissance Wing at Beale AFB, California.
General Clark holds a Bachelor of Science degree in atmospheric science from the University of Wisconsin. He also holds a Master of Science degree in Strategic Intelligence from the National Intelligence University, Washington, D.C., a Masters of Strategic Science from the U.S. Army War College, Carlisle Barracks, Pennsylvania, and was a Senior Executive Fellow at the Harvard University Kennedy School of Government, Cambridge, Massachusetts. His military education includes U.S. Air Force Squadron Officer School, Air Command and Staff College, and Air War College.
General Clark holds the rating of command pilot with over 4,200 hours in the U-2S, the AC-130U, and various other aircraft. He accumulated nearly 1,400 combat hours during missions in Bosnia (1998), Kosovo (1999), Afghanistan (2001-2021), and Iraq (2003-2022). His awards and decorations include the Legion of Merit with oak leaf cluster, Distinguished Flying Cross with Valor Device, Bronze Star Medal, Defense Meritorious Service Medal, Meritorious Service Medal, Air Medal with seven oak leaf clusters, and the Air Force Combat Action Medal.
